Gov. Mills unveils full $275 million supplemental budget

Gov. Janet Mills released her $275 million supplemental budget on Wednesday.

The budget includes proposals for cell phone bans in schools, an increase in minimum teacher pay and an investment in school bus safety.

It also calls for spending from the state’s $218 million Budget Stabilization Fund, or “Rainy Day” fund to send $300 relief checks to Mainers.

Republican leaders this week argued that doing so would violate state law, which says money from the fund can only be used when the state is facing a revenue shortfall.

The proposal would also make community college free permanently, and meet the state’s obligation to cover 55 percent of education funding.
